Reported by a customer.
When a pane from an unpinned tab area is floated, the location of the remaining unpinned tab area changes unexpectedly, i.e. from top to left. Its position is probably reset on the layout change, which is unwanted.
Then, if the newly floated pane is docked back to the top position of the layout, the unpinned tab area changes back to its right top location. However, at this point the docked-to-be pane has dissapeared. Taking another unpinned pane from the tab area and pinning it, makes the former pane appear back as its sibling.

Steps to reproduce
- Open this demo (https://www.infragistics.com/products/ignite-ui-angular/angular/components/dock-manager#angular-dock-manager-example) (the Angular one, as currently there is an issue with the WC ones)
- Close the Tab Group Pane to the right, as it is redundant for the purposes of the example
- Dock Unpinned Pane 1 & 2, as well as Content Pane 1 & 2 all within the Floating pane
- Dock the entire floating pane to the top of the DM
- Click Unpin for the top tab group/area
- Now select and open any of the panes in the top tab, such as Content Pane 2 and pin it.
- Now float the pane from step 6. Observe how the position of its former tab area becomes left.
- Then, try docking Content Pane 2 back to the top. Upon dropping it, it disappears, while the position of its previous siblings from the tab group pane is restored to top.
- Now, select any other pane from the group, such as Content Pane 1 and pin it. Content Pane 2 appears back next to it.

The unpinned tab area to remain at top position on step 7.
To have the Content Pane 2 correctly docked to top on step 8.
