Clarify user groups that can access Import Special Page

Which user groups can access this page? If it is only admins, I would like to give the right to a user group that all normal users are in.

Users with import rights. This sounds about right to me. Copilot was thinking for a very long time and suggested introducing a special right.

Import is only allowed by sysops by default https://www.mediawiki.org/wiki/Manual:User_rights . We may add import to the group that is allowed to view private pages. What do you think?

I would not add a new right, because what we are doing is basically importing.
