Automate system failure notifications using GCP Monitoring and Cloud Functions

@rav94 ayya has suggested using the automated monitoring and notification using email when abnormal performance is detected. This has been covered in depth in #CloudKasthiram, so you might be familiar with the implementation. This is an extension of the issue #42 in the DevOps category.
