What happened?
One would expect the color picker in the icon selector window would just be for improving background visibility for viewing the array of icons in the icon selector window, seeing what the icons are like, and picking an icon as it is a separate window meant only for selecting an icon, and should NOT override what color was selected in the waypoint editor window. You would also expect that changing the color in the Waypoint Editor window would change the icon color in that window so you have a reference to the chosen color [especially since there is no other reference]. It does not do this, instead the icon color in the waypoint editor window always shows either the default color or the color selected in the icon selector window, and will not change regardless of what color is selected in the waypoint editor window, and whichever color selector was used last regardless of which window it was from ends up being the color of the marker beam and icon in the world regardless of whatever color was chosen for the specific waypoint or the icon shown in the waypoint editor window.
I made notes and a video that should clarify much better, I will provide those here along with the resource file used.
You should read the notes [the last half], it explains the unexpected behavior in more detail, especially since there is a stark difference in the initial behavior between my initial testing on the laptop, and what is in the video which was on my tower.
