Docker less TFv2.0 on Conda

I want to run SIMRDWN with following modifications

• outside docker on conda environment as my GPU is old docker is not stable
• using TFv2.0 as TF1.x is old Nvidia drivers and CUDNN combination is not allowing me to run TFv1.x
