[vulkan] correctness_mul_div_mod is flaky

For quite some time now, correctness_mul_div_mod has had a propensity to fail on host-vulkan-vk_int8-vk_int16-vk_int64-vk_float16-vk_float64-vk_v13. The latest instance occurred on win-worker-3, but it might happen on win-worker-4, as well.

@derek-gerstmann - it would be great if you could help troubleshoot.
