Update admin info community selection

I was trying to use this info https://docs.perfsonar.net/manage_admin_info.html#selecting-from-existing-communities to find servers based on communities and not having any luck (I was trying to find a place in my server to see the list). Mark F. pointed me at stats.perfsonar.net http://stats.perfsonar.net/ the place to come up with a list, but the documentation at the link above might benefit from some updates to be more clear on how to do that.

Well, this is not about documentation.
In fact the Communities panel in Toolkit stopped working some time ago I think. Currently the two functionalities don't work:

1. Browsing communities doesn't bring any values and this panel throws errors in web-admin.log:

2. Adding communities doesn't work even if the information about successful saving is correct. The newly added community is not visible in the Toolkit nor saved in lsregistrationdaemon.conf.

There doesn't seem to exist the LS cache file /var/lib/perfsonar/lscache which the get_all_communities function calls
