Province controller sporadically persists

Under certain circumstances, the province controller is not correctly set.

It seems to happen for me if I skip too much ahead in one go. If I jump back and forth between the history timeline it tends to fix itself (or at least the area I am focusing on)

That's really interesting. I can't seem to pin down what causes it; there'll be a bunch of provinces occupied by a country, and most will revert to the right owner (eg at the end of a war), but one or two won't.

I'll have to dig into the save files themselves at some point.
