Site controller must connect against skupper-router-local service (port 5671) when platform is sk2

The site-controller connects with port 5672 as it usually runs on the same pod as the router.

When platform is sk2, a Site resource will be created, and the site-controller needs to communicate with the v2 router through the AMQPS listener exposed through hostname skupper-router-local and initially it can use the existing secret named skupper-local-server.
