[HOLD BE] Fix: Change #admins room message when someone joins via link

Explanation of Change

When someone joins a policy via the policy join link with autoJoin enabled, the message in #admins room says the policy owner added that person. We need to update the report action to:

• Let notifications@expensify.com, not the admin, be the actor (Auth https://github.com/Expensify/Auth/pull/20231)
• Say the user joined via workspace join link (Web-E https://github.com/Expensify/Web-Expensify/pull/51107)
• Render in NewDot (App [HOLD BE] Fix: Change #admins room message when someone joins via link #84159)

Such scenario is indicated by the didJoinPolicy flag.

Hey, I noticed you changed src/languages/en.ts in a PR from a fork. For security reasons, translations are not generated automatically for PRs from forks.

If you want to automatically generate translations for other locales, an Expensify employee will have to:

1. Look at the code and make sure there are no malicious changes.
