Summary

refresh docs/REWRITE_BASELINE.md to current corpus counts, path layout, and ci_skip state
document the rewrite gate's pinned-compiler behavior in docs/BUILDING.md
keep local-vs-CI compiler guidance accurate with build_samples.cmd and the strict-gate workflow

Verification

reviewer pass on the docs change
re-review after fixes; final reviewer pass returned clean
targeted doc consistency checks against scripts/rewrite/build_samples.cmd, scripts/rewrite/instruction_microtests.json, and .github/workflows/rewrite-strict-gate.yml
