Description
Adds a stub for the priority-fee collection page introduced in ArbOS 60 "Elara". This is a placeholder only — real content will be pushed to this branch by SME (Vanessa Bridge) or ported from Notion once the internal draft is finalized.
Activation caveat (to be prominent in final content): the priority-fee feature ships in ArbOS 60 but requires a separate Constitutional vote to enable.
