GITHUB_TOKEN commits don't re-trigger workflows. Use the existing org-level PolicyEngine GitHub App via actions/create-github-app-token to generate a token that will trigger Phase 2 on push. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
