Build from branch

• Workflow name changed to Build OpenSSL
• The build_type input parameter added: allows to select the OpenSSL Release, or OpenSSL repo's or fork's branch
• The version input parameter now accepts:
  • OpenSSL Release in format d.d[d].d[d]
  • OpenSSL Branch name if name does not consist from numbers separated with dots.
  • OpenSSL commit full hash - 40 characters hex string
  • OpenSSL fork with branch in format user/repo/branch
  • OpenSSL fork with commit in format user/repo/commit_full_hash
• Support for OpenSSL 4.0 builds added
• Publish Release workflow updated to reflect Build OpenSSL workflow name change.
