if the feature are not merged into iotdb master branch, this doc may not be merged

For Completeness,Consistency, and Timeliness UDF
A new parameter 'Segment' is introduced in the UDF data quality functions for Completeness, Consistency, and Timeliness, indicating whether segmentation should be considered.
For TimestampRepair UDF
In the UDF data repair function TimestampRepair, new parameters 'Segment' and 'num_interval' are introduced to indicate whether segmentation is needed for repair and the number of time intervals selected during the repair process. An example corresponding to this change is also added.
