- Bump version.bzl + MODULE.bazel to 0.2.0.
- Rename the [Unreleased] changelog section to [0.2.0] and describe the new coco.cc_runtime_deps surface.
- Teach tools/release.py to require non-empty [Unreleased] release notes before any bump and to auto-rename the section to the dated release heading. The CHANGELOG has been stale since 0.1.1 (we shipped 0.1.2 through 0.1.11 with no entries); this guardrail is there so we keep caring from here on.
