- Updated manage.py to use Python 2 shebang and modified the DJANGO_SETTINGS_MODULE to point to the local settings.
- Enhanced settings.py by organizing installed apps into DEFAULT_APPS, THIRD_PARTY_APPS, and LOCAL_APPS, and added configurations for SECRET_KEY, DEBUG, DATABASES, STATIC and MEDIA files, and email settings.
- Removed deprecated configurations and added new settings for REST Framework and caching.
