- Move rocm libraries in CI job instead of copy - Use the `-y` flag on `zip` command
The rules weren't working properly and the wrong files ended up in the zip. Switch to a regex instead.

I tested the artifact generated from upstream and found some issues that I missed when I first tested my downstream fork (sorry!).
Here's some fixes.
The new artifact is about half the size!
