Do not modify CHANGELOG.rst - that is automatically generated from changelog/fragments. You'll want to add one there. See the others for examples. Thanks.

Adding support in the pfsense_dns_resolver module for the attribute strictout, which basically is the option "Strict Outgoing Network Interface Binding".
strictout is a boolean value, defaults to false.
