docs: link skills.sh catalog in footer and skill install flows

Motivation

Make the published skills.sh catalog easy to find from the docs site and from install flows that use SkillTabs or the Define Data page.

Solution

• Footer Community: add Agent Skills → https://skills.sh/reactive/data-client.
• SkillTabs: add a line below the install commands linking to the same catalog (opens in a new tab).
• Define Data (resource.md): point the Skills button at the catalog and align image alt text with the destination.
