Description

This makes rviz2 use ogre from system packages instead of vendoring it.

Fixes #876

Lowering priority since we worked around issues in rviz_ogre_vendor #1684

Is this user-facing behavior change?

I have only tested that this builds. I have not ran rviz yet.
